The methodology is published with the result
A public instrument will be challenged. That is not a risk to avoid, it is the condition you work in. The only defence that holds is the method published before anyone was unhappy with the result.
The method note is written in parallel with the instrument: where the items come from, how the sample was recruited, what we know about who answered and, above all, what cannot be said on the basis of this data. That last part is what separates a study from a campaign.
What you cannot say on the basis of the data is the part of the report that saves your reputation.
